The closing ceremony was presided over by Rwanda’s Minister of Interior, Dr. Vincent Biruta, who commended the Joint SWAT Training Exercise for strengthening regional security cooperation, coordination, and trust among security agencies across the region.
He observed that emerging security threats such as terrorism, organized crime, and cybercrime require highly trained and well-coordinated forces, calling for continued collaboration, partnerships, and capacity-building to enhance sustainable peace and stability.
The event was attended by the Inspector General of Police of Rwanda, alongside other Inspectors General of Police from EAPCCO member countries, heads of delegations, and senior security officials.
The Deputy Inspector General of Police, @JamesOcaya, has urged officers to effectively apply the skills acquired during a three - week Joint SWAT Training Exercise aimed at strengthening the fight against terrorism and other sophisticated crimes, emphasizing the need for enhanced regional and international cooperation in advancing security.
He made the remarks while addressing a select team of officers drawn from the Uganda Police Force who successfully completed the Joint SWAT Training Exercise held at the Counter Terrorism Training Centre–Mayange in Rwanda.
The training, conducted from 10th to 28th May 2026, brought together 73 officers drawn from seven EAPCCO member countries, namely Kenya, Rwanda, Uganda, Tanzania, Liberia, Seychelles, and the Central African Republic (CAR).

The Uganda Police Force is taking part in the Rwanda EAPCCO SWAT Challenge 2025, an event that brings together elite Special Weapons and Tactics (SWAT) teams from 14 Eastern Africa Police Chiefs Cooperation Organization (EAPCCO) member countries. This challenge is part of the 26th EAPCCO Annual General Meeting (AGM) sidelines, happening from January 28 to 30, 2025, in Rwanda.
The competition features three main events:
*Tactical and Rescue Event*: Simulates real-world scenarios requiring tactical expertise and rescue operations- *
Assault Event: Tests teams' ability to execute high-pressure assaults.
Obstacle Event: Pushes teams' physical endurance and agility.
The winning team will be determined by their speed, accuracy, and adherence to safety protocols and procedures .
Notably, the Uganda Police Force team is participating, led by SSP Tobias Ahumuza, Commandant Tactical and Neutralization Counter Terrorism.
