In the margins of the 120th Session of the OACPS Council of Ministers, the Secretary-General, H.E. Moussa Saleh Batraki (@MBatraki) , held a bilateral meeting with Ms. Diene Keita, United Nations Under-Secretary-General and UNFPA Executive Director (@UNFPA) and Special Guest to the Council.
The discussions highlighted strong convergence of views between the OACPS and UNFPA around a people-centred development approach, with a particular focus on women and youth. The leaders shared the view that strengthening structured partnerships, in line with the Samoa Agreement and the 2030 Agenda, remains key to advancing the development agenda for Members of the OACPS.
In congratulating the United Nations Under-Secretary-General and UNFPA Executive Director on her recent appointment, the Secretary General called for strengthening multilateral cooperation in support of common priorities, as part of the renewal dynamic of the OACPS. 🌍🇺🇳

Meeting of the OACPS Committee of Ambassadors (hybrid format)
The Committee of Ambassadors, chaired by the Ambassador of Solomon Islands, H.E. Mr. Moses Koune Mose, met in a hybrid format in Brussels. On this occasion, the Secretary-General of the OACPS, H.E. Mr. Moussa Saleh Batraki (@MBatraki), presented the recent strategic and operational developments of the Organisation.
The Ambassador of Samoa, H.E. Ms. Francella Maureen Strickland, presented the SCEF report on the budget, while the Ambassador of Papua New Guinea, H.E. Mr. Joseph Varo, introduced the report of the Sub-Committee on Audit.
The Ambassador of the Republic of Kenya, H.E. Mr. Bitange Ndemo (@bantigito), presented the report of the Summit Working Group. These reports all gave rise to in-depth discussions.
In addition, the Director of the FAO Liaison Office in Brussels, Mr. Raschad Al-Khafaji (@Raschad_AK), briefed ambassadors on the new dynamic of collaboration between FAO and the OACPS, opening the way to stronger cooperation.
Finally, the Committee reviewed the agenda of the next Council of Ministers and expressed its condolences and solidarity with the people of Jamaica, severely affected by Hurricane Melissa.

Secretary-General of ASEAN, Dr. Kao Kim Hourn, today received a courtesy call by the Secretary-General of the Organisation of African, Caribbean and Pacific States (OACPS) Moussa Saleh Batraki, at the ASEAN Headquarters/ASEAN Secretariat, marking the first-ever meeting between the two Secretaries-General. During their discussion, both sides exchanged views on shared values and explored potential areas of cooperation between ASEAN and the OACPS, particularly in the fields of the creative economy, sustainable development, and climate change.
OACPS and the European Union Reaffirm Commitment to Multilateralism on United Nations Day
The Organisation of African, Caribbean and Pacific States (OACPS) and the European Union (EU) issued a Joint Statement on the occasion of United Nations Day, reaffirming their shared commitment to multilateralism and the rules-based international order with the UN at its core.
The OACPS and EU pledged to work together to advance the 2030 Agenda for Sustainable Development, implement the Paris Agreement, and promote peace, democracy, human rights, and good governance.
They underscored the importance of reforming the international financial architecture, implementing global programmes for SIDS, LDCs and LLDCs, and strengthening cooperation to achieve sustainable and inclusive development.
The statement reflects the enduring OACPS–EU partnership and their resolve to uphold the principles of the UN Charter through coordinated action within the UN and other multilateral fora.

Following his audience with the Director-General of FAO, H.E. Qu Dongyu, the Secretary-General of the OACPS, H.E. Moussa Saleh Batraki, held a series of high-level technical meetings with:
•Dr. Máximo Torero, Chief Economist;
•Mr. Rein Paulsen, Director, Office of Emergencies and Resilience;
•Mr. Kaveh Zahedi, Director, Office of Climate Change, Biodiversity and Environment;
•Mr. Alexander Jones, Director, Resource Mobilization Division;
•Ms. Yao Xiangjun, Director, Office of SIDS, LDCs and LLDCs.
These constructive discussions paved the way for a strengthened FAO–OACPS partnership, focused on innovative joint initiatives, capacity-building programmes, and the establishment of a Situation Room dedicated to data sharing, real-time analysis, and rapid decision-making.

The OACPS Secretariat hosted, at the Organisation’s Headquarters in Brussels, on 7 and 8 October 2025, a workshop for its Member States dedicated to the revision of key financial documents, namely the OACPS Sanctions Policy, the current Scale of Contributions, and the proposal for a new Scale of Contributions.
The discussions were constructive and fruitful, enabling participants to deepen their understanding of the ongoing financial reforms aimed at strengthening transparency, fairness, and the long-term sustainability of the Organisation’s contributions framework.

Le Secrétaire général de l’OEACP, S.E. M. Moussa Saleh Batraki, a reçu S.E. l’Ambassadeur de la République d’Haïti Dr. Alrich Nicolas au nouveau siège de l’Organisation.
Les échanges ont porté sur la participation active d’Haïti au 11ᵉ Sommet des Chefs d’État et de Gouvernement de l’OEACP, prévu à Malabo en mars 2026, notamment au Forum sur la Paix et la Sécurité qui se tiendra en marge du Sommet. Ils ont également évoqué le soutien de l’OEACP et de ses États membres au projet de résolution que les États-Unis et le Panama préparent pour le Conseil de sécurité des Nations Unies, en marge de l’Assemblée générale, afin de renforcer les actions contre les gangs en Haïti.
Le Secrétaire général a salué l’engagement d’Haïti et a réaffirmé la disponibilité du Secrétariat à accompagner le pays dans ses efforts en faveur de la paix, de la sécurité et du multilatéralisme.

Le Secrétaire général de l’OEACP, S. E. M. Moussa Batraki, a reçu M. Raschad Al Khafaji, Directeur du Bureau de liaison de la FAO à Bruxelles, au nouveau siège de l’Organisation.
Les discussions ont porté sur le renforcement du partenariat OEACP–FAO, l’élaboration de plans de travail conjoints et l’appui aux États membres dans les domaines de l’agriculture résiliente au climat, de la mobilisation des ressources et du développement rural.
Les deux parties ont convenu d’intensifier le dialogue politique, d’organiser des séminaires réguliers et de mettre à disposition des ambassadeurs de l’OEACP des exemples concrets et documentés de progrès en matière de systèmes alimentaires, de développement rural et d’adaptation climatique, ainsi que des informations et données statistiques actualisées pour soutenir leurs actions diplomatiques.
Le Secrétaire général a remercié la FAO pour son soutien et exprimé sa confiance dans l’impact concret que cette coopération aura sur les populations de l’OEACP.
