President Faure Gnassingbé, @FEGnassingbe, President of the Council and to my brother Prof. Robert Dussey, @rdussey, Minister of Foreign Affairs, African Integration, Cooperation, and Togolese Abroad, for their leadership of the second edition of @LomePSF Lomé Peace and Security Forum 2025.

Under their direction, Lomé is not a stage but a working node of African peace and security statecraft. The Forum now sets agendas, aligns actors, and carries discussions forward into dialogue rules and cooperation. Thank you for the trust to steer this year’s conference and to help consolidate the LPSF as an institution that moves peace and security agendas into rules, timelines, and accountability.

My thanks to the moderators, panelists, and participants whose active participation and discipline made this LPSF 2025 the continent’s principal peace and security gathering. They kept time, framed hard questions, surfaced trade-offs, and drove convergences that now carry forward in working groups and bilateral follow-up. Their work reaffirmed Lomé as Africa’s arena for serious strategic coordination.

LPSF 2025 affirmed that the work of peace in Africa is not rhetorical. It is institutional, cumulative, and disciplined, the kind of work through which states learn to endure and leadership acquires meaning.

To the Somali young generation who were misled into believing their country was always the begging bowl and the laughing stock that the Ethiopia-armed clan-based rebels rendered it to be in 1991, this is Omar Arteh Qalib, the foreign minister of Somalia in 1972, dictating to the region what to do and what not to do about a raging war between Tanzania and Uganda.

If you pay attention, you will notice that the Somali top diplomat, who deployed SNA Commandos along the border between Uganda and Tanzania, is warning the Tanzanian forces who invaded Uganda a week earlier. "The Peace Formula" he is referring to is the "Mogadishu Deal," a Somalia initiative through which a lasting solution would be reached between the two countries.

Arteh is proudly disembarking from a clearly marked Somali Air Force airplane at Jomo Kenyatta Airport to talk to an anxious Western press on his way to a hotel in Nairobi, where he was staying overnight so that he could share the development of the Mogadishu Deal with H.E. Mzee Jomo Kenyatta the next morning. President Kenyatta then saw it perfectly fitting to completely defer to Somalia in solving the crisis. Arteh left Kenya the following day.

Our study indicates that the food crisis facing internally displaced persons (IDPs) in #Somalia is critical, with conditions worsened by violence and natural disasters, leading to widespread hunger. Approximately 3.9 million IDPs, nearly 19% of the population, live in overcrowded settlements facing eviction threats, which severely limits their ability to secure stable livelihoods.

Our findings highlight the urgent need for targeted interventions, such as education and skills training, to help IDPs integrate into the labor market and find sustainable solutions to their displacement, emphasizing the necessity for comprehensive strategies to improve IDP livelihoods in #Puntland. #WorldFoodDay
