If consumers can use mixers for a lawful purpose, we need to know the requirements for developers to publish mixing / anonymity software so that they don’t have msb obligations and risk jail time.

Saying consumers can use these tools for lawful purposes does not help if there is no way to build and deploy these tools lawfully.

And, of course, in true cypherpunk spirit, most developers do not want to operate a service where they are required to have kyc/aml obligations.
