He was attempting to mark, before he changed his mind and braced for impact. Unfortunately jumped, hit Cunningham high and concussed him = suspension.

As i said, if he extends his arms to spoil or mark, theres no problem. But he tucks them in, hits Cunningham high and concusses him.
