Despite pretty wide opposition from community groups and residents, the bubble bylaw has officially been passed at Ottawa City Council today with only 4 in opposition.
The bylaw bans any demonstration 50m within "vulnerable social infrastrucutre."
During debate on the bubble bylaw today, @DavidHillWard3, the main councillor pushing to quash dissent, would have you believe that every protest no matter how peaceful, is an attack on communities in Ottawa - and when councillors in opposition speak out he walks out of the room.
Sutcliffe today: "I don't agree with the province [on speed cameras]... I can't make them change their mind, I've made my best case, they've made their decision, and we move on"
Sutcliffe when Ford makes LRT service cuts after the Metrolinx upload:
Spoke today at City Council to oppose the proposed "bubble bylaw" tht sets undue limits on our right to protest.
This bylaw has less to do with keeping people safe and a lot to do with quashing dissent.
Rights cant be limited based on hypothetical concerns or subjective fears.
Troster asks staff if it would be possible under this bylaw for someone to be charged for wearing a political garment like a t-shirt with a slogan.
It is EXTREMELY concerning that the bylaw department's answer to this was "it would be a case by case thing".
Excellent delegation from a constitutional lawyer, Paul Champ, who says this bylaw will inevitably face a challenge. Based on his experience arguing this kind of case, he does not think it would hold up.
Next is @SamHersh01, who says that if you move people 50m away, you aren't just regulating speech, you're diminishing its effectiveness.
Peaceful protests should not be banned whatsoever without a clear justification, which is missing here, says Sam.
The committee meeting to vote on the Bubble Bylaw is starting now, with 38 delegates signed up.
