A Midland citizen went to City Hall requesting paperwork.
He sat inside the public building for an extended period speaking with Strategic Communications Director Stewart Doreen. The footage appears to show that he never raised his voice, never became violent, and was not told what crime he had committed.
Then a Midland Police Department officer arrived.
She issued commands, placed her hands on him, and ultimately pepper-sprayed him inside City Hall.
He was taken outside in handcuffs, transported to the hospital, and reportedly handcuffed to a hospital bed. He has a heart condition and had expressed concern about being forced outside into the extreme heat.
After officials reviewed the footage and saw that he had not been acting belligerently, he was released with no charges.
No identified crime. No charges. Yet a citizen requesting paperwork from his government ended up pepper-sprayed, handcuffed, and hospitalized.
What lawful justification was there for this use of force?

NURSE FILMS DYING PATIENTS
Margaret Haywood spent 20 years as a nurse before deciding the truth mattered more than her career.
In 2004 she agreed to wear a hidden camera for BBC Panorama @BBCPanorama inside the Royal Sussex Hospital in Brighton, run at the time by Brighton and Sussex University Hospitals NHS Trust, now University Hospitals Sussex @UHSussex.
The hospital had a 0-star rating from regulators and an £8m deficit. Numbers rarely lie, even when hospitals do.
Over 28 shifts across 6 months she filmed what the trust did not want anyone to see. A patient left to die alone. Another left waiting hours just to use the toilet. The footage aired in 2005 as Undercover Nurses and the public was horrified.
The Nursing and Midwifery Council @nmcnews was less horrified by the neglect than by the filming. In April 2009 they struck Haywood off the nursing register for breaching patient confidentiality.
The backlash was instant. Over 43,000 people signed a Royal College of Nursing petition. An MP raised her case in Parliament. Turns out the public had a clearer sense of right and wrong than the regulator did.
3 days before her High Court appeal, the NMC quietly climbed down. Her ban was swapped for a 1 year caution and she got her job back. She later won the public vote at the Nursing Standard Nurse of the Year Awards.
She exposed neglect. She got struck off first and thanked later. Punishment now, apology once the pressure gets loud enough, the standard NHS whistleblower timeline.

In 17 days, Cody Harper will stand before a judge, and his life could change forever.
I believe this case is incredibly unfair. If he is sent to prison, the entire justice system will come under public scrutiny like never before.
He was attacked by three men. In my view, while clearly disorientated, he struck out at a police officer.
The police then asked the public not to share these videos. But Cody's story need to be told.
To me, Cody Harper was the victim, not the criminal.
The country will be watching on 23rd July.
