Reminder: announcement of a revised model to fund Fee Free Education ( via NSFAS ) led to the rise from 405 000 students funded by NSFAS in 2017 - to 1.3 million students in 2023.

These aren’t standard government policy that would stay regardless, as if there are political parties like the DA who want to change the system as we know.
