I'm aware this has been successfully challenged in courts, school, etc. allowing these institutions to impose reasonable restrictions, but I'm not aware of any limitation in public.

The judge is seemingly describing a practical reality, a generally accepted limit of length.

I'd guess you're just considering your deposit and not considering interest/repayments/fees
