My stand on the need for an NRC in Manipur was clear from the very beginning of my tenure as Chief Minister. Issues of such importance require consistent follow-up, sustained efforts and the political will to see the process through.
After taking charge as the Chief Minister of Manipur on 17 March 2017, my Government recognised the urgent need to address the issue of unchecked illegal immigration. This was also in keeping with the longstanding demands of various civil society organisations, including All Manipur Students’ Union (AMSU) and the All Manipur Students’ Coordinating Committee (AMSCOC), which had been raising the issue since the 1980s. However, despite these repeated demands over the years, no previous government had taken the matter forward to its logical conclusion.
Pursuant to a State Cabinet resolution, I formally wrote to the then Union Home Minister, Shri Rajnath Singh, on 10 February 2019, requesting the Central Government to undertake the exercise of the National Register of Citizens (NRC) in Manipur.
The official letter and the Cabinet resolution stand as a matter of record.

One side was seen with sophisticated firearms, including AK-47, while on the other side, people rushed to defend their homes with nothing more than bamboo sticks. The video shared below is from that very day, and similar visuals have been widely circulated and reported.
Yet, through relentless propaganda across sections of both traditional and social media, an entirely different narrative came to dominate the national discourse. Those who bore the brunt of the initial violence were painted as the aggressors and branded as oppressors of a minority.
Truth cannot be rewritten by repetition. If we are serious about justice and lasting peace in Manipur, we must begin by honestly acknowledging how the violence started and by examining the evidence without prejudice or selective outrage.

What exactly are the security forces doing? Houses are being burnt in broad daylight while residents sit helplessly in relief camps. When people are forced out of their homes, protecting their property is the duty of the forces. No excuses.
Kanto Sabal lies right next to the 57 Mountain Division, with both central and state forces stationed here. Yet homes continue to burn. If the forces cannot protect property under their very nose, the failure is theirs and the blame cannot be shifted onto the people.
Responsibility must be fixed on the officer in charge of security in this area, without delay. Elements trying to sabotage the peace process are operating freely, and this cannot be tolerated. The culprits must be identified and arrested immediately.
