J’ai eu l’occasion de discuter avec de hauts responsables (Directeurs centraux, Ministres, vice gouverneurs…) et tous concède qu’en l’absence d’une solution économiquement viable, le marché parallèle est une soupape sociale nécessaire et une canal utile pour un commerce (14/15)
