@a_s_chapman@cody_a_hill@jburwen@MarieWasher We highlighted the retrofits issue often over the years in PLR and ITC Reg Project comments, noting that adding storage to existing projects should qualify - and I think many understood the rationale. So makes sense they might try to cover those in the language.
@a_s_chapman@cody_a_hill@jburwen@MarieWasher Guidance will reveal wrinkles in views but B(i) is post-IRA storage added to existing pre-IRA, placed-in-service storage; B(ii) is later additions of storage to post-IRA storage projects. In both, I think they are saying they should qualify even if capacity is used inartfully.

One note however: the 80/20 Rule is more for when you are trying to claim that the entirety of the existing facility (or energy property) is eligible for a credit (eg wind repower)
