A combination of factors. Charlie’s T-shirt appeared to explode because of cavitation, trapped air, and the bullet internally ricocheting off of his vertebrae. Internal Ricochet: When the .30-06 bullet hit Charlie, it ricocheted and fragmented after hitting his vertebra. A .30-06 bullet represents the extreme high end of caliber mass and velocity, creating an exponentially larger cavitation field and air pressure wave compared to standard handgun rounds. This significantly increased the temporary cavitation and displaced air pressure, which caused his T-shirt to ruffle and distort violently in multiple directions.

On video footage, a pristine entry hole appears as a pinprick that is easily obscured by shadows, skin folds, or low resolution of a camera lens.

Simply put, they are omitting the fact that the bullet ricocheted off of Charlie’s vertebrae. Ballistic gel mimics the uniform density of human muscle and tissue, whereas a neck vertebrae is dense, rigid, and asymmetrical. You cannot compare the two scenarios because bone impact drastically alters physics, causing rapid deceleration, fragmentation, and deflection, which turns the bullet and bone into wildly unpredictable, secondary projectiles.
