I think its kinda clear that chapter 6 and 7 were ALWAYS gonna be the 'lore' chapters. As chapter 2-5 were originally gonna be released as a single package. You need to remember that. Even in the case that 3-5 were released as one, there would be more than enough lore drop

Torna especially it literally had a unique physical only release iirc and its still a 25 hour full game in its own right upwards of 35 for 100% and octo expansion was big enough of a dlc to still count as a major release
