In fact he was the one who handed the frozen Han over to Vader as an attempt to ease relations between the Empire & the Hutt Cartel (which ultimately failed due to the rest of the council attacking the Executor to get their purchase back).

The majority of the ruling Hutts from the Cartel were killed by Vader & the Empire due to them launching an attack on the Executor SSD (long story involving the frozen Han Solo), which left Jabba as the only remaining leader until his own death.
