Every withdrawal from Meridian's treasury requires a public 72-hour notice before it can execute. Not silent. Not instant. Announced on-chain, then a mandatory wait.

It's not a multisig, we're upfront about that. But it means if a key is ever compromised, there's a 72-hour window for the community to see it coming before any funds actually move.

Small thing. Matters a lot.
