Militarizing Our Police - Texas Spent $4.5M So Patrol Cars Can Track Nearby Phones

Cognyte’s FalcoNet is being fitted to ordinary police vehicles, turning patrol cars into mobile phone-tracking platforms.

FalcoNet is a cell-site simulator, in the same family as Stingray gear. It mimics a cell tower so nearby phones connect to it, letting operators collect device identifiers such as IMSI and IMEI numbers, plus location data, across 2G through 5G. Phones in range can be picked up even if police are not looking for that person.

Reporting on the same system says the Texas Department of Public Safety bought four Chevrolet Tahoes equipped with FalcoNet for about $4.5 million. Most of that cost was the surveillance hardware, not the SUVs. The gear can also be carried in a backpack or mounted on a helicopter. Cognyte has sold similar systems to other U.S. agencies, including the Albuquerque Police Department, the New York State Police, and the Florida Department of Law Enforcement.
