The Chief Justice of Uganda, Justice Dr. Flavian Zeija, and the Chief Justice of the Republic of Zambia, Justice Dr. Mumba Malila, yesterday paid a joint courtesy visit to the Uganda Registration Services Bureau (URSB) to observe regional commercial alternative resolution frameworks and the advancement of Alternative Dispute Resolution (ADR) in Africa.
The visit formed part of Justice Malila’s official engagements in Uganda following his assumption of leadership of the Africa Chief Justices’ Alternative Dispute Resolution Forum (ACJADRF) from outgoing Chairperson and Chief Justice Emeritus of Uganda, Alfonse Chigamoy Owiny - Dollo, at the Supreme Court boardroom in Kampala on 15th June.
The two Chief Justices were received by Mr. George Fred Kagimu, who represented the Board Chairman, Rt. Hon. Amb. Francis K. Butagira, alongside Registrar General Ms. Mercy K. Kainobwisho and members of top management at the Uganda Registration Services Bureau (URSB) headquarters in Kololo.
Justice Malila emphasised the importance of promoting and utilising ADR mechanisms in the administration of justice, noting that they are not only faster and less costly, but also help restore harmony and peace in society.
Mr. Kagimu noted that the Bureau is committed to developing and deploying ADR mechanisms across all services.
“I am happy, Your Lordship, to learn of the proposed Africa Chief Justices ADR Forum, which seeks to promote and position ADR as a mechanism for the realisation of the 2063 Africa Agenda to promote alternative justice systems that enable the interface between formal and informal justice systems in Africa,” he said.
He added that URSB fully supports ADR initiatives and is pleased to be part of this journey by formalising the Forum, which will be a critical platform for advancing ADR in Africa.
Ms. Kainobwisho informed the Chief Justices that URSB is a strong advocate of ADR, adding that the Bureau dedicates resources to its quasi-judicial function.
URSB has fully disposed of 89 disputes so far in the current financial year.
She appreciated Their Lordships for their trust and confidence in the institution, and for choosing URSB as a model institution for the advancement of ADR.
. @URSBHQ is participating in the Western Uganda ADR Conference 2026 at Hotel Triangle, Mbarara, under the theme "Inclusive Justice, Business Confidence & the Future of ADR in Uganda."
URSB Board Chairman Rt delivered opening remarks. Hon. Amb. Francis K. Butagira, with remarks from Hon. Justice Allan Nshimye and a keynote by Hon. Justice Godfrey Kiryabwire on expanding access to justice through ADR.
ADR is critical to URSB's mandate as it promotes efficient dispute resolution, business continuity, investor confidence, and a stronger business environment.
