The Republic of Haiti, the oldest black nation in the world joined the Caribbean Community during the Conference of Heads of Government in 1997, subject to agreement of the Treaty establishing the Caribbean Community and the Annex Agreement, setting out the details of the Caribbean Common Market of Chaguaramas. These two agreements permitted a country to be legally a member of one without being a member of the other. In July 2002 Haiti has completed the necessary legal requirement for its entry to the Caribbean Community and Common Market. Since the progress made was slow, notwithstanding the request made by the Haitian government for a moratorium of 18 month expired in 204 for its participation to the Common Market and also the effort to open first CARICOM Office in view to support the Haitian government in the effort to fully participate the CM, the political problem of following 2004 jeopardized or delayed the accession of Haiti to regional market.
