Seems to me a system with zero overflows is better than one with 2 per year.

@Cassiematic @FrancescaHongWI The Deep Tunnel may have helped but, it didn't solve the problem. Chicago chose to add a second sewer system. They no longer have a dumping problem. Milwaukee made a poor choice to save money. Conversely Chicago made the correct choice and spent more money.
