Print a warning and pay someone to deliver it to elderly citizens mailbox but not ask if they need assistance? Why are fines being threatened when the city plough did this after cleaning ?

Why were notices put in our elderly neighbours mail promising a fine when it was the city plough that threw snow back on sidewalk after we cleaned it?
