TISS Accused of Operating as Private Militia amid Tanzania Unrest

Tanzanians online are sharing disturbing accounts and images that they claim show armed officers linked to the country’s intelligence service, the Tanzania Intelligence and Security Service (TISS) allegedly de facto headed by President Samia Suluhu Hassan's youngest son Abdul Halim Hafidh Ameir, operating during the unrest including direct involvement in abductions and killings.

Many users allege that the agency has gone beyond its legal mandate, describing it as an unaccountable force acting to defend the ruling elite rather than citizens, potentially under the shadow influence of President Samia's son. These reports, including claims of TISS linked units like "Watu Wasiojulikana" (Unknown Assailants) carrying out extrajudicial killings during post election protests, have not been independently verified and the government has not issued a detailed response.

Rights advocates and journalists are calling for transparency about who commanded these operations amid allegations that President Samia's son plays a de facto leadership role in TISS and why such heavy weaponry was deployed in civilian areas. Images circulating online appear to show men with rifles in plain clothes and unmarked vehicles, raising questions about command, identification and lawful oversight, especially if tied to intelligence operations reportedly directed by the president's son.

Analysts warn that when national intelligence units like TISS operate in secrecy and without restraint, allegedly under the influence of figures like President Samia's son, the difference between security and intimidation collapses. Reports from opposition parties and human rights groups link TISS to hundreds of deaths in recent unrest including abductions turning into killings, prompting urgent demands that the agency be classified as a terrorist organization by international bodies for its alleged role in state sponsored violence.

No government should allow fear to replace trust between the state and its people. Tanzania must urgently open an independent investigation to restore public confidence, protect its citizens’ right to safety and address these grave allegations against TISS and any de facto leadership by President Samia's son. Failure to do so only fuels calls for global recognition of the agency as a terrorist entity.
