@LeoShane Seems if this is accurate reporting then VA might have just violated the Administrative Procedures Act, effectively killing those proposed rules? That would also effectively kill the justification for using Sec 108 as a pay for TCAVA because the proposed regulation would be dead.

@MarcGoldwein This was not a last minute gimmick, this is not a secret slush fund. This is a bill that was hammered out and written equally by Republicans and Democrats over March, April and May of 2022. This is not a partisan bill, but people are using partisan rhetoric to justify their vote.

@MarcGoldwein The CBO you are citing is from the 2/28/2022 CBO. That bill, HR 3967 passed the House on March 3rd, was received by the Senate and then for 3 months Sen. Moran (R), Rep. Mike Bost (R), Sen. Tester (D) and Rep. Takano (D), hammered out an amended compromise that integrated.

@MarcGoldwein COST of War Act into the 3/3 version on HR 3967, which then became this PACT act. The Compromised agreement was voted on in the Senate on June 16th and passed 84-14. That bill, the 3 months of compromise and negation bill, is what just got voted down for cloture Wednesday.
