@tomwarren Mine told me something along "nice, a movie night! Time to order a pizza" or something the other night, and I also have always disabled promotions when I can. I think I'll join in on that.
To be clear: you have two Switch 2 consoles with one GKC. Switch 2 #1 has the game installed, Switch 2 #2 does not have internet, the second Switch 2 console cannot 'sync updates' to get the game data because the cart cannot be identified without first checking online first.
re: Game Key Cards, GKC on the Nintendo Switch 2: when the servers eventually go offline, there's no way to download the game even if you tried to update it using another Switch 2 to 'sync updates'. The game doesn't even show on the homescreen if you're offline.

@SleepykyuSH@OatmealDome Slightly different, they didn’t ever get virtual game cards. They were on the old “primary system” that existed in 19.0 and lower.
