Based on Christ's authorisation, the disciples were able to 'raise the dead, heal the sick, cleanse the lepers, cast out devils' as they preached the anticipated Kingdom of God to the 'lost sheep of the house of Israel.' (see Matt 10:6-8)
Yet they could do 'greater works' than these miracles because it took Christ's departure to the Father for the Holy Spirit to be sent down from heaven.
Remember He said: 'Greater works than these shall he do because I go unto my Father.'
Going unto the Father was necessary for the Holy Spirit, 'even the Spirit of TRUTH' (see Jn. 14: 17) to be sent; who 'shall teach you all things, and bring all things to your remembrance, whatsoever I have said unto you.' (see Jn. 14: 26)
So you must realise that what made the difference between the miracles and the 'greater works' was the Holy Spirit sent down from heaven.
When Christ, and His disciples were performing all these miracles in Israel before He was put to death, the Holy Spirit had not been sent down from heaven. So the recipients of these miracles did not have the Holy Spirit. They were not born again.
First, you must realise that the miracles were done in the first place to persuade the sinners and unbelievers into believing the Kingdom of God. So the miracles were only the means, not an end.
In fact, miracles are not meant for believers and saints.
It was axiomatic that Israeliites would not believe unless they see signs and wonders!
Then said Jesus unto him, Except you see signs and wonders, you will not believe. (Jn. 4:48)
