32-year-old Renzo Mendoza Montes, a Venezuelan migrant, was arrested for raping a 14-year-old child. The illegal was stopped, and then released at the border five months ago. Like millions of other illegals, Montes crossed the US southern border through El Paso, Texas before eventually making his way to Campbell County, Virginia.
