Nairobi does not merely have a public relations problem. It potentially has a governance problem. County enforcement officers possess powers that can directly affect livelihoods.

They can confront traders, arrest people and confiscate merchandise. That means the standard for recruiting and supervising them should be higher, not lower.

Yet complaints from Eastleigh traders have alleged harassment and extortion, while the County Assembly has been asked to investigate both the conduct of officers and the criteria used in arrests and confiscations.

Now consider the separate allegation that some officers may report for duty intoxicated. If established, that would raise an obvious fitness-for-duty issue.

And that leads directly back to management. Who is responsible for screening? Who monitors attendance and conduct? Who investigates complaints? Who disciplines offenders?

Governor Sakaja cannot reduce all of this to criticism of individual askaris. The public is entitled to scrutinise the system that recruits, deploys and protects them. Authority without accountability is not enforcement. It is institutional risk.
