Because despite everything, Rhaenyra still had an emotional connection to Alicent. Executing her would’ve crossed a line she wasn’t ready to cross. Keeping Alicent alive also gave Rhaenyra a valuable hostage and avoided creating a martyr for the Greens. It was a decision driven by both lingering affection and political calculation.
