@freemanchari Councils are not developing towns and cities although residents are paying council taxes. Pavements should be built with bricks or blocks to get rid of dust as well as grow trees along recreational areas etc. Only smart town is Kwekwe🙏

The only reason why some Civil Servants celebrate public appointment is being deployed into a job
1. With no Probationary period , private sector being a mandatory three months.
2. Knowing that there is no genuine performance appraisal & no one really gets fired for non performance.
3. Knowing that despite failure you will serve your two full terms in the case of a Reserve Bank Governor
& 4. In the case of" Permanent Secretaries " die in office , or elevated to the pool , Public Service Commission or if you come from the " right " tribe or political orientation , appointed an Ambassador!
It turns out that our Country is actually more urgently in need of Civil Service Reform first than Political Reform !
There are folks in there who have been at work for 44 years some even older having joined public service under Ian Smith.
So how do you cross into "Canaan" with such ? " Egypt" is in the mind .
These are the folks who have worked with all shades of Ministers , and unfortunately it is their culture Politicians copy on assumption of office not the other way round !
Ministers inductions are prepared by Civil Servants including briefings answering the cardinal question by most Ministers who walk ignorantly into their deployments :
" Saka pano panoitwa nezvei ? "
The answer predictably starts with the" shef " being spoilt beyond measure with totemic praise , followed by a shopping spree of new office furniture , carpets , etc with the victim being reminded that he cant use old furniture etc ..before he or she knows it the new deployment is captured and then the script follows; tradition of a Ministry & the fellow sinks in .
Zimbabwe needs disruption of tradition to deliver and it starts with dealing with these
" permanent workers" of the system.
