I will try to explain it ELI5.

Knowing all legal positions gives you zero new knowledge, so does anyone who plays chess, as it is round based, the amount of legal moves available at any given round is a fixed number that good chess players can hold in their head.

Knowing all permutations of possible positions doesn't matter as the move with most winning outcomes is the best move from any given position/setup at this round in time.

So to know which move has the most winning outcomes you need to map out all game outcomes, then after each opponent turn make the next move that has the most winning outcomes, thus collapsing the path/winning outcome data based on an unknown opponent move at each of you turn.

I can't make it more simple than that.
