Lots of kids are away on extended vacay (seeing family overseas), don't come back til the flights are a little cheaper. And some move over the summer, but schools don't know until they hear from the new school after school starts.

@RobertAWiseman @FairplayDesigns So, I can't say this happens in all middle schools, but in the school I work at, we have a student vote each time there is an election, be it municipal, provincial or federal. All. Of the kids are made to vote...unlike our citizens, who just vote if they feel like it.
