“The removal of our unhoused neighbors from public spaces without offering them stable housing first is not the solution,” says Adam Rocap, Deputy CEO and Chief Strategy Officer at Miriam’s Kitchen. “It does not address the real issue: the lack of affordable housing and access to the support services that people need to maintain their homes.”
We believe everyone deserves a safe, stable place to live — and the resources to stay there. Criminalizing homelessness doesn’t solve the problem. Investing in housing and support does.

🏠This CNN article highlights stories like Ellison’s, who spent 17 years on the streets of Washington, DC, cycling in and out of jails and hospitals.
Thanks to a housing voucher paired with supportive services, Ellison was able to finally stabilize her life:
“Once I got the housing stabilization and the foundation underneath my feet, I was able to work on myself.”
Stories like this show why Housing First is not just a policy—it’s a lifeline.

“Nobody really knows how this is going to play out,” says Andy Wassenich, Director of Policy at Miriam’s Kitchen. Washington, DC simply does not have the capacity to move every person living on the streets into shelters — let alone into jails or hospitals, as has been threatened.
“Where are they going to take them?” Andy asks.
We know one thing for sure: Displacement is not a solution. Stable housing, supportive services, and a housing-first approach are the real answers. 📷📷

🧾 DC’s budget is being finalized, and it still includes $0 for housing chronically homeless single adults.
In this year’s Point In Time Count, 1,430 single adults reported being chronically homeless. That number has gone up from last year.
Permanent Supportive Housing (PSH) is a proven, effective solution. The Mayor’s proposed budget included $0 for PSH for single adults, and the first Council vote did not change that.
DC shelters are full. People are timing into chronic status every day. Without housing, where are they supposed to go?
📣 Tell the Council to fund PSH now.

DC’s Budget Has No New Funding for Housing—And the Consequences Are Dire
The Mayor’s proposed budget contains no new funding for Permanent Supportive Housing (PSH) for individuals.
This means there will be no housing for the 800 people currently living outside.
As a city, we will not be able to connect even one new person to housing resources.
With shelters already at capacity and more extreme weather emergencies on the rise, this lack of investment will have devastating consequences for our neighbors experiencing homelessness.
We must do better.
We must fund solutions that work.
Take action now and ask the DC Council to prioritize housing and services in the final budget:
