Govt's current projection is that by 2027 just 6% of England's river will be in 'Good' ecological condition, down from the current 14%*.
Might that give you reason to try and fudge the results?
*The original objective was that by 2015 100% of rivers would achieve 'Good' status.

@Feargal_Sharkey Wow that £63 million quid could buy 2,077 one million litre surface storage tanks at just under £30k each. Good chance of substantial discounts for that amount. There is no need to dump shit in the sea, or rivers. A small amount of "dividend" would stop the pollution.
