This is one of the first color films ever made.
This Serpentine Dance was made in 1895 when dance films were popular with early color filmmakers. The hand colored films show their subjects moving rapidly against black backgrounds to help mask coloring errors.

I would venture to say this has something to do with the loss of 2D animation, especially for Disney adults. 3D animation doesn't offer the nostalgia adults are looking for in a cartoon because it doesn't *look like* the movies they grew up watching.
Over the past three years, Disney has theatrically released 7 original films:
Elemental, Strange World, Turning Red, Encanto, Luca, Raya and the Last Dragon, Soul.
Guess how many of those made money? Exactly, NONE. People claim they want "something new", but they never show up.
