Ex CS Kithure Kindiki superpased IG Japeth Koome to give orders to Adamson Bungei on how the police was going to handle protesters in Nairobi. Koome though powered by the constitution to Command the Police watched as Kindiki abandoned the constitution to enforce Executive orders. Information is Kindiki gave orders including use of fire on protesters as damage control to protests that were getting out of hand. Koome incompetent as he is Never argued on the illegal orders and instead watched as police killed innocent protesters. After the events of 25th June, Kindiki asked Koome to step up the police command and Koome refused forcing the CS to turn on the executive. The President & the CS began quoting the constitution as to how the IG is independent throwing the massacre to Koome who defiantly distanced himself. Koome however carried a responsibility for the Killings and police excesses. After 25th June ,Bungei who was in charge that day was recalled to police HQ by IG Koome but that MOVE was objected by Kindiki putting Bungei on stay as Nairobi police commander. What Kindiki did was set up IG Koome with the constitution in bearing responsibility. Koome was today forced to exit as IG by the executive. President Ruto in particular asked Koome to exit office. This due to the international community pressure on William Ruto over what has come out to be police killings on innocent youthful protesters. IMF wrote a confidential letter to the President asking for Government accountability on the recent events.

Both Kindiki,Koome & Bungei are answerable to crimes committed by police in capture, Abductions,torture and killings of youthful protesters.
