Japan only became a team on everyone's radar in 2018. They lost to semi-finalists in Belgium and Croatia who both scraped past them.
You can't compare the to Turkey or Sweden when they only went pro in the 90s.
@user_twice2@theoldzealand There's no comparison between Turkey and Kazakhstan. Turkey has been part of UEFA since the 60s. Their clubs are very entrenched in the region.
Given the history, UEFA is a fairly natural home for the Turks. Kazakhstan only joined in the 2000s due the vanity of the president.
