Milverton and Ruskin's relationship is just special, because Milverton didn't and couldn't have anyone else who genuinely cares for him after they saw who he really is. No one else would be capable of loving his horrible personality aside from Ruskin.
@LastLucief I have a lot of ideas for why Ruskin looks unemotional all the time. Maybe he tries to hide what he feels (the one he has feelings for is still the King of Blackmail) or he tries to act composed, because he is afraid that if he lets something away, it can mess with the work. +
