While the policy specifies clearly that bursaries are for South Africans who live in Free State

Hey there @SAHRCommission we want an explanation for why 70% of your budget goes to salaries while only 30% goes towards your actual mandate. What exactly are South Africans funding here, a human rights institution or a taxpayer funded payroll scheme? If the primary output is salaries rather than constitutional oversight then perhaps it's time to ask whether the institution is still serving its purpose at all.
