On 24 and 25 September 2026, I held engagements with officers in the Greater Bushenyi, Rwenzori East and Rwenzori West Police Regions. I met officers in Greater Bushenyi in Bushenyi District and Rwenzori East in Kasese District, on 24 September, before concluding the engagements today in Fort Portal City.
Our discussions focused on how to align policing with communication in the social media and digital era, using online platforms effectively to inform the public and strengthen engagement within professional boundaries.
Justice Gaswaga also guided the officers on key courtroom procedures, including proper self-introduction and the effective presentation of evidence during court proceedings. He underscored the importance of understanding court processes and being adequately prepared to discharge their responsibilities as canine handlers and witnesses.
The engagement equipped the officers with practical legal insights to strengthen their competence in presenting canine-related evidence and supporting the pursuit of justice through professional policing.
Police in Kyegegwa District are investigating a triple murder that occurred on 7 October 2026 at Karokalungi LC I, Kyamagaba Parish, Nkanja Sub-county, Kyegegwa District, in which three people were brutally killed.
The deceased have been identified as Kansiime Christine, 28, her daughter, Miracle, aged one year and three months, and Joan A, 19, a domestic worker employed at Christine’s home.

Justice Duncan Gaswaga of the High Court’s International Crimes Division yesterday engaged 30 officers undertaking the Basic K9 Induction Course at the Police Canine Unit Headquarters in Nsambya, delivering a lecture on the legal principles governing the admissibility and exclusion of canine evidence in court.
During the lecture, he emphasised the need for professionalism, thorough preparation and integrity in handling and presenting canine-generated evidence. He cautioned the officers against bias, corruption and falsification of reports, noting that credible and properly presented evidence is essential to the administration of justice.
PC Masereka Noel of the Uganda Police Force has emerged Best Student among more than 100 participants at the International Judo Federation (IJF) Academy Judo Coaches & Referees Seminar, held in Burundi from 5–8 October 2026.
PC Masereka and Cpl Babirye Racheal represented the Uganda Police Force at the seminar, which brought together participants from Uganda, Burundi, the Democratic Republic of Congo (DRC), Tanzania and Zambia for training in Judo techniques, coaching and competition rules.
Their participation aimed to strengthen the Uganda Police Force’s technical capacity in Judo ahead of the 6th edition of the EAPCCO Games, which Uganda will host in 2027.

. @KawalaRachael "Following intelligence gathered regarding suspected criminal activities along the Northern Bypass, particularly around Busega and Kyengera Flyover, an intelligence-led operation was conducted on 7 October 2026, between 1900hrs and 2300hrs, to address suspected criminal activity during the evening traffic hours.

. @mkituuma "We are holding FAISAL KIMULI, a prime suspect in an online fraud scheme targeting foreign tourists through a purported car-hire and tour company, FK Car Rental.
On 16 August 2026, a Russian tourist reported to the Uganda Tourism Board that he had paid USD 2,215 to FK Car Rental for the hire of a vehicle that was never delivered. Shortly after receiving the payment, the website was taken down and all the contact numbers associated with the business were switched off.
Further complaints from other foreign tourists revealed a similar pattern, with the same operator allegedly running several online platforms advertising gorilla permits, safaris and 4×4 vehicle hire, among other tourism-related services"

This afternoon, I represented the Inspector General of Government, Lady Justice Naluzze Aisha Batala, at the Senior Command and Staff College, Bwebajja, where I delivered a lecture on “The Role of the @IGGUganda in Promoting Public Accountability.”
I engaged the officers on the critical role of the Inspectorate in promoting integrity, strengthening accountability, and fostering a culture of responsible leadership in public service.
Public accountability is essential to building public trust and ensuring that those entrusted with responsibility serve with integrity and in the best interests of the people.
