This afternoon, I officially opened the Cabinet Induction Retreat at Kyankwanzi. I reminded the leaders that the historical role of the NRM and post-Independence African leadership is socio-economic transformation.

We cannot continue to have people trapped in subsistence production. Our mission is to move every household into the money economy through commercial agriculture, manufacturing, services and ICT. Leaders must guide the people towards wealth creation, value addition and prosperity.
We must build a middle class and a skilled working class. That is the benchmark by which leadership should be judged.

📊 Total Budget: Shs84.39 trillion, up from Shs81.61 trillion in FY2025/26.

💵 Domestic revenue is projected at Shs45.96 trillion, including Shs40.16 trillion in tax revenue.

🤝 Financing will be complemented by domestic and external borrowing, Public-Private Partnerships (PPPs), venture capital, Sukuk financing, and other innovative financing instruments.

🏗️ Shs22.05 trillion is allocated to development expenditure.

👨‍🏫👩‍⚕️ Shs9.71 trillion is allocated to wages and salaries.

🎯 The government will strengthen expenditure efficiency by prioritizing high-impact investments under the ATMS and their enablers while eliminating wasteful expenditure.

Key tax and revenue measures for FY2026/27:

👷 PAYE threshold increased from Shs235,000 to Shs335,000 per month to boost take-home pay for low-income earners.

🏪 VAT registration threshold increased from Shs150 million to Shs300 million annually to ease compliance for small businesses.

🏨 Tax holiday introduced for developers of ultra-luxury tourism facilities.

⚡ Income tax exemption for Bujagali Energy extended to support affordable electricity tariffs.

✅ Tax relief measures approved to encourage compliance and clear outstanding tax obligations.

🚨 This man here, Rusoke, is the man clearly seen on video mercilessly hitting Sydney Gongodyo with a paver on the head. Sydney was already down, not fighting back, not saying a word, yet this man continued striking him without mercy. This cement block that Rusoke used to hit Sydney on the head is what caused his immediate death.
He should be the next one arrested after Obed Mugwisa.
