As Trump resumes the war, it's worth taking stock of our failures up to this point.

Trump and Netanyahu sought to decisively subdue Iran and, if possible, overthrow the Islamic Republic. They achieved neither. After 38 days of heavy US and Israeli bombardment, Iran demonstrated its ability to both withstand tremendous pressure and impose significant political, economic, and military costs on the United States and its partners.

Politically, the Islamic Republic closed ranks and effectively positioned itself for a war of attrition. The domestic balance of power inside Tehran has shifted in favor of regime hardliners, while individuals tied to the IRGC have consolidated their control over decision-making. The war created an opening for the IRGC to advance Ali Khamenei’s son, Mojtaba Khamenei, as the next Supreme Leader, reinforcing regime hardliners and their emphasis on resistance to external pressure; paradoxically, his appointment would have been far less likely absent the conflict. Tehran believes it is creating a new status quo with Washington. It will not capitulate, nor will it negotiate away what the US and Israel were unable to achieve through force.

Iran retains the vast majority of its missile and drone arsenal, along with the capacity to produce and deploy these systems. US stockpiles of multiple critical weapons systems—particularly missile interceptors—are now at alarmingly low levels, meaning the US and its partners will feel more pain this time around if this persists. Tehran's regional partners—including Hezbollah, various Iraqi militias, and the Houthis—remain militarily capable, evidenced by their ability to join the war in support of Iran. After Riyadh's decision to strike the Houthis today, it is possible that the group will now move to disrupt shipping through the Bab el-Mandeb Strait, further impeding efforts to reroute oil shipments away from the Strait of Hormuz.

The Islamic Republic’s nuclear program remains intact—it still possesses substantial stockpiles of enriched uranium, including roughly 1,000 pounds enriched to 60 percent and 440 pounds enriched to 20 percent. Tehran retains the technical expertise to sustain its nuclear activities, while US intelligence suggests that the war did not further degrade the program. Any effort by the US to retrieve the uranium would be a suicide mission. Paradoxically, if anything, the war has now given Iran every incentive to pursue a nuclear weapon.

Iran also demonstrated it can disrupt shipping through the Strait of Hormuz and hold the global economy at risk, as the United states proved unwilling to bear the immense costs associated with forcibly reopening the waterway. The Strait's closure resulted in the greatest oil supply disruption in history. The global shocks were severe, but not catastrophic the first time around. Large prewar inventories, increased output by alternative producers, releases from strategic reserves, and regional rerouting helped blunt the shock. However, the ability to However, in many ways, the United States got lucky, and its ability to withstand another round of prolonged disruption is highly questionable.

In short, this war continues to be a profound strategic failure.
