در زمره شرایط و عواملی که راه را برای حمله دوم انگلیس بر افغانستان در اواخر سالهای هفتاد قرن نزده هموار کرد، باید حکمیت انگلیس در تقسیم وادی سیستان با فارس را که امیر افغانستان شیرعلی خان را سخت آزرده ساخت، به طور خاص مورد توجه قرار داد.

در نتیجه این تغییرات، بعلاوه از درست رفتن خاک در وادی سیستان، ترکیب جمعیتی افغانستان نیز تغییر کرد و یک بخش قابل ملاحظه شهروندان بلوچ آن در ترکیب کشور دیگری درآمد. شواهد نشان می دهند که اگر موضوع سیستان در اوایل سالهای هفتاد قرن نزده به نحو دیگری فیصله می شد، شاید تهاجم دوم انگلیس بر افغانستان که به بهانه نزدیک شدن امیر به روسیه صورت گرفت، واقع نه می شد.
