I'm not baffled. We have the highest property taxes in the province. Our infrastructure debt is >$3B & grows annually. We have a revenue problem. We study. Council asks for and gets $1B for LRT as a critical investment to leverage additional investment. 'Council' waffles. The end

Most of our current councilors and many challengers in the upcoming election don't seem to see $1B as an investment that has a 'vision' that captures other investor's interest enough to invest 'with the city'? Is this due to lack of experience, imagination or both?

Do our local leaders understand how a $1B investment into the 'LRT project' can be leveraged into a broader set of infrastructure investments across the city? Does a $1B investment into a miscellaneous set of infrastructure projects provide the same leverage?
