Today in Istanbul, two things happened in AI at once: Türkiye unveiled its own homegrown model, "Bilge", and announced its 2026–2030 National AI Action Plan.
One is a product, the other a roadmap. Together they make a single claim: a Türkiye that builds AI, not just uses it.
The plan rests on four pillars: awareness, adoption, production, and governance.
Understand a technology, then use it, then build it, then govern it. Most countries stop at "use." The real divide opens at "build" and "govern."
It starts with people:
▫️AI literacy for 5 million citizens across 81 provinces in two years
▫️10,000 advanced AI experts
▫️100,000 applied AI professionals
The AI race isn't only a race for chips. It's a race for the people who build and run them.
The second step is data.
From health to agriculture, defense to e-commerce, at least 2,000 public datasets will be opened to citizens through a National Data Library.
Data is the raw material of AI. A country that opens its own data feeds its own models. This is what data sovereignty means.
Third comes infrastructure and production: over $10 billion mobilized, new data centers, and dedicated AI growth zones.
And the plan isn't staying on paper. Its first tangible product, the homegrown model "Bilge", was unveiled the same day.
Today, the boundaries of AI are drawn by a handful of companies and a handful of countries.
Through its National Technology Initiative (Milli Teknoloji Hamlesi), Türkiye is becoming one of the few nations to own its model, its data, and its talent at once.
The roadmap is set. Execution is what comes next.
