Is Punjab moving towards bankruptcy or is this why the state collapses during floods?

The 2024–25 budget tells the story:
• 37% goes to repayment of debt
• 11% to interest on debt
• 15% to salaries
• 9% to pensions and services
• 0.2% to loans

That is 72% of the entire budget spent on debt, salaries, pensions, and loans.

Another 24% goes to subsidies and local bodies.

What remains? Barely 4% for infrastructure and real development the only segment that can actually prepare Punjab for disasters like floods.

With 96% of the budget tied up in routine payments and subsidies, Punjab has almost no fiscal room to grow. Without a serious strategy shift, the graph will only keep going downwards.
