The flaw in your argument is assuming trainers are just private businesses operating independently of the industry.
They're not. They are the industry.
The product doesn't exist without owners and trainers.
When training fees rise, owners leave. When owners leave, horse numbers fall. When horse numbers fall, wagering turnover eventually follows.
PRAs already spend millions trying to grow participation. Why wouldn't they also look for ways to reduce the cost of participation?
That isn't interference.
