FCRA Bill is already passed. No need to pass the bill again for a couple of rules added to the Bill.

FCRA act needs to be passed.

What Amit Shah ji introduced in June are a couple of changes which are already in force. And they don’t need to pass in the parliament again.

But the act introduced in March and backed out due to protests has to be passed which may or may not be introduced in this monsoon season.

• The major 2020 amendments to the Act itself were properly passed by Parliament.

• In 2026 the government has pursued two parallel tracks:
• Foreign Contribution (Regulation) Amendment Bill, 2026: Introduced in Lok Sabha on 25 March 2026. It is still pending (deferred after protests; expected to be taken up in the Monsoon Session). This bill proposes statutory changes (new Chapter IIIA on vesting/management/disposal of assets of organisations whose registration is cancelled/surrendered/ceases, provisional vs permanent vesting, timelines, rationalised penalties, prior Central Government approval for investigations by state agencies, etc.). These will need to be passed by Parliament to become law.

• Foreign Contribution (Regulation) Amendment Rules, 2026:

Notified by the Ministry of Home Affairs on 22 June 2026 (and already in force from that date). These revise the registration, reporting, governance and compliance framework (purpose- and geography-specific registration from a prescribed schedule, definition of “key functionary”, restrictions on foreign nationals as key functionaries, enhanced disclosures including social media and ultimate donors, minimum utilisation threshold of ₹10 lakh over two years for “reasonable activity,” etc.). Because these are rules, they did not require parliamentary passage; the government exercised existing delegated powers under the 2010 Act.
