You need to equip “Chain of Exemption” necklace (from previous quest) before riding the Pterodax, after that I still got stuck, but at least the quest was completed, and I could just fly to the quest end manually.

@BlizzardCS @GraysonLee08 Please update your support page, the workaround suggested worked for 8.1.5 but not for 9.2.5 version of the bug.
