Today, as a birthday โgiftโ to Putin, the Russian army destroyed a residential building in Pryluky, in the Chernihiv region. It was an ordinary five-story apartment building. Tragically, as of now, five people have been reported killed and 26 injured, including five children. There may still be people under the rubble. First responders are working nonstop at the site โ doing everything possible to find every person. Russian missile strikes also damaged five apartment buildings in Dnipro and four high-rise buildings in Kremenchuk. Tragically, two people were killed and eight injured. A high-rise building in Zaporizhzhia was damaged by a drone. In Kyiv, the Russians killed two people. Two more people were killed in Oleksandriyaโฆ My condolences to all the families and loved ones of those killed. Overall, infrastructure in Kyiv and 12 regions came under attack last night.
One of the key targets was our energy infrastructure. The Russians wanted to strike painfully and demonstratively. This was one of the most vile strikes: 70 missiles in total, many of them ballistic, as well as โshaheds.โ Unfortunately, only some of them were shot down. Russian ballistic missiles remain the greatest challenge. And air defense packages for us right now are a vital necessity. That is why every day we are looking for missiles for Patriot systems that can and must actually protect peopleโs lives here, in Ukrainian skies. Thank you to everyone who is helping us.
Our intelligence and special services are now working to establish all available information about yet another attack in the Black Sea targeting civilian vessels. Two civilian vessels were attacked in Bulgarian waters last night. One sank, while the other sustained significant damage. We express our sympathy to everyone affected.
Ukraineโs Defense Forces conducted no operations in this area of the sea, and this latest tragedy involving civilian vessels is another part of Russiaโs effort to make the western Black Sea completely unfit for navigation.
We verified all the details with the Bulgarian side. Our Navy contacted its counterparts in Bulgaria, and it has been established that this was a combined Russian attack using maritime and aerial drones.
I instructed our Armed Forces, the Ministry of Defense of Ukraine, our intelligence, and other services to coordinate with our partners as fully as possible โ so that both they and we have greater capacity to defend ourselves.
From the evening address.

Russiaโs Baltic reroute is not replacing lost #wheat flow. July-September exports totalled 6.4 million tonnes versus 11.3 million a year earlier, despite a record 1 million tonnes moving through Baltic ports in September. Russia has raised grainโs railway priority after Black Sea terminal disruption. A $266/tonne FOB quote says little about whether a buyer can secure timely shipment.
Two ships were hit this morning in Bulgariaโs economic zone. One of them sank, with its entire crew currently missing. This comes after another ship was hit yesterday in neighboring Romaniaโs economic zone, killing two people and injuring several.
The situation in the Black Sea is deeply alarming.
Just yesterday, a Turkish vessel was struck by a Russian drone. Today, three more civilian ships have come under attack, two of them within Bulgaria's exclusive economic zone.
Estonia condemns these attacks in the strongest possible terms.
Targeting civilian vessels and their crews violates international law, endangers freedom of navigation, and puts critical trade routes and global food security at risk.
Let there be no confusion about the cause: the current situation in the Black Sea is a direct consequence of Russia's ongoing war of aggression against Ukraine.
Our response must be equally clear. We must increase pressure on Russia until it changes course and is held fully accountable for its crimes, while strengthening our support for Ukraine.
The security of the Black Sea is inseparable from Europeโs.
The situation in the Black Sea is increasingly concerning.
Commercial ships โ and innocent crews โ are being targeted, with lives already lost at sea.
Today, two commercial vessels were hit in Bulgariaโs economic zone in Black Sea.
This comes just one day after a Turkish ship carrying Ukrainian grain was struck and sunk off the Romanian coast.
While exact circumstances of these incidents are still being established, the developments are very concerning.
Attacks on civilian shipping are unacceptable.
We stand in full solidarity with our Member States on the Eastern flank.
๐จ russian drones attacked a Turkish grain ship near Romania.
The ship was sailing from Ukraineโs Izmail to Italy when it was hit, caught fire and sank.
At least one person was killed, 11 were rescued.
Night after night, jet-powered drones and missiles are pulverising infrastructure in the Odesa region โ and the capital Kyiv โ targeting especially the electricity grid to bring the two cities to their knees. https://t.co/8h0AwtVuJk
A horrific strike by two Russian drones on a civilian vessel in neutral waters carrying corn and owned by Tรผrkiye. Azerbaijani and Indian citizens were on board. As of now, unfortunately, we know that the shipโs captain was killed. My condolences. The fate of one other person is still being established. Eleven crew members were rescued, one of them injured.
Ukraine has repeatedly proposed concrete steps to de-escalate the situation and ensure security in the Black Sea. There have also been relevant proposals from third countries. But Russia consistently chooses terror and sinking civilian vessels instead of normal maritime navigation. Pressure is needed to restore global food security. And everyone who is genuinely interested in this must help.
Russian drones lit up one of Ukraineโs Black Sea ports in the Odessa region. According to reports, the strikes hit facilities belonging to the countryโs largest producer and exporter of sunflower oil and grain. Cheap prostitutes are the only thing Ukraine can export now.

โผ๏ธBREAKING || RUSSIA STRIKES KYIV POWER GRID -- BLASTS ENGULF HIGH-VOLTAGE PYLONS AS EMERGENCY BLACKOUT BEGINS
Kyiv -- Russia's renewed attack on Ukraine's energy system has moved beyond generating facilities and onto the high-voltage grid, with emergency power shutdowns now imposed across parts of the Ukrainian capital.
The latest disruption follows the overnight strike on the Trypillia Thermal Power Plant, where Centrenergo confirmed damage to generating equipment. Ukrainian authorities say the wider Russian barrage targeted energy infrastructure in Kyiv and several other regions.
Footage from the Ukrainian capital, filmed during the afternoon attack, shows an explosion directly around a high-voltage transmission pylon. A compact initial blast envelops the upper section of the tower before a dense grey-white cloud rapidly expands above the power line and hangs over the structure.
Claims are circulating in TG about special drone warheads designed to damage metal structures and electrical wiring, including through secondary effects after impact. However this is not independently verified.
Emergency electricity shutdowns are now in force in Kyiv, with normal schedules suspended. The disruption has also temporarily halted trams and trolleybuses in the Shevchenkivskyi and Holosiivskyi.
What began overnight as another heavy attack on generation and energy facilities is now visibly reaching the grid carrying that electricity into Kyiv.
@FCI_India@JoshiPralhad@fooddeptgoi When Secretary Sir is himself said that Omss should not be a practice, why do you think opening it in October is a good decision ,when the markets were into momentum ,you just killed it.,by the news of Omss in wheat in coming week.
FOOD SECRETARY SIR HAS ALWAYS MENTIONED THAT INDUSTRY SHOULD ALWAYS TAKE PART IN WHEAT PROCUREMENT PROCESS,AND NOT DEPEND ON OMSS .
*RIGHT NOW THERE IS NO NEED OF OMSS IN THE MARKET*.
THERE IS PLENTY OF WHEAT AVAILABLE IN THE MARKET.
