With the National Assembly and the Senate having overwhelmingly approved Constitutional Amendment Bill No. 3 (CAB3), Zimbabwe has reached another defining milestone in its constitutional and legislative journey.

His Excellency, President Dr. Emmerson D. Mnangagwa, has now officially gazetted the Bill and, in accordance with Section 110(2)(c) of the Constitution of Zimbabwe, summoned an Extraordinary Sitting of Parliament. This development affirms that every stage of the constitutional amendment process is being conducted strictly within the framework of the Constitution and established parliamentary procedures, reflecting unwavering adherence to the rule of law.

The gazetting of the Bill is far more than an administrative requirement. It is a critical constitutional step that provides formal legal notice, promotes transparency, and reinforces the legitimacy of the legislative process. It demonstrates the Government’s commitment to ensuring that constitutional reform proceeds through the institutions and procedures expressly prescribed by the Constitution.

The overwhelming support secured in both Houses of Parliament reflects broad legislative endorsement of the proposed constitutional reforms. Proponents maintain that the amendments are designed to strengthen institutional stability, ensure policy continuity, and enhance the State’s capacity to implement long-term national development priorities under Vision 2030. In doing so, they argue, the reforms will foster a more predictable governance environment capable of supporting sustained economic growth, increased investor confidence, accelerated infrastructure development, and improved public service delivery.

As Constitutional Amendment Bill No. 3 advances through the remaining constitutional processes before attaining the force of law, it marks another significant chapter in Zimbabwe’s democratic and constitutional evolution. The progress achieved thus far underscores the central role of both Parliament and the Presidency in faithfully exercising their constitutional mandates, while reaffirming the nation’s commitment to constitutional governance, legal certainty, and institutional integrity.

MAMA WA TAIFA...🇹🇿❤️

Yesterday evening , I once again had the PROFOUND pleasure of paying a COURTESY VISIT on H.E. DR. SAMIA SULUHU HASSAN, President of the United Republic of Tanzania, at STATE HOUSE, DAR ES SALAAM 🇹🇿. As always, I was accorded a warm and GRACIOUS reception and later hosted to DINNER in a manner befitting the renowned Tanzanian spirit wa UNYENYEKEVU na UPENDO. Beyond the prestigious office she occupies, MAMA SAMIA has a remarkable combination of a TOUGH COMMAND which is blended with a MOTHER’S LOVE.

Each time I visit Tanzania, there is always some SPECTACULAR socio-economic transformation happening. From the shores of LAKE TANGANYIKA to the majestic slopes of Mount Kilimanjaro, one does not need a rocket-scientist to see the REMARKABLE development in this Country. Roads are being MODERNIZED, railway systems ARE BEING EXPANDED as evidenced by the Standard Gauge Railway (SGR) expansion, electricity access is reaching RURAL communities, while CLEAN water is now the STANDARD quality of life for ordinary citizens. It is often said that what a man can do, A WOMAN CAN DO BETTER, and Her Excellency continues to demonstrate precisely why that saying remains TRUE. This is a woman of DISTINCTION and EXCELLENCE, who leads from the front, sets exceptionally high standards and inspires CONFIDENCE within Tanzania and the African continent at large !!!

This particular visit came at a MOST EXCITING moment, as I finally move to fulfil a long-held vision of expanding investments within the Eastern African region, particularly within the TOURISM, HOSPITALITY and RENEWABLE ENERGY sectors. I took the opportunity to express my deepest gratitude to Her Excellency for the immense opportunities that exist within Tanzania and to share aspects of the INVESTMENTS which the Intratrek Holdings Group intends to now make. Among these, is the imminent development of a US$200 MILLION DOLLAR world-class hospitality investment in the SERENGETI and NGORONGORO , which will bring new levels of LUXURY TOURISM and global capital to TANZANIA and the East African Region. The possibilities are immense, and the future is VERY BRIGHT...just watch the space ⏳.

As I leave Dar es Salaam, I do so with a heart full of GRATITUDE and a renewed belief in the LIMITLESS possibilities that lie ahead for Tanzania. With the visionary leadership of MAMA SAMIA, Africa is poised for unprecedented INVESTMENT and economic transformation. Your leadership sets the stage for MEGA-INVESTMENTS by Africans, for Africans.
